  • 25 Percent is Not Enough – This paper addresses how the City of Norwich’s adoption of zoning regulations governing the number of off-street parking spaces negatively impacted the economic viability of utilizing a downtown property at full capacity. The Norwich Economic Development Corporation submitted this documentation in support of a Parking Variance application on behalf of the building owner and as a result was successful in getting the city to approve the variance.
