Invitation to National Broadcast Event, 3/15

The MetroHartford Alliance, Capitol Region Council of Governments and the Central Connecticut State University Institute for Municipal & Regional Policy would like to invite you to attend a special nationwide interactive videoconference being held on Tuesday, March 15th regarding President Bush’s proposed “Strengthening America’s Communities” Initiative.

Details: Tuesday, March 15, 2005, 2:45 p.m. – 4:00 p.m. (Broadcast to start at 3pm sharp), at Central Connecticut State University-Robert C. Vance Academic Center, Room 105. Directions provided at bottom of email invitation.

The President’s FY2006 initiative will consolidate 18 existing programs into one single program within the Department of Commerce. These programs include HUD’s Community Development Block Grant (CDBG) and Section 108 Loan programs, Health and Human Services Community Services Block Grant, along with select programs administered by EDA, SBA, USDA, and the Dept. of Treasury. The single program would receive $3.7 billion for FY2006, $1.6 billion less (30%) than the $5.3 billion the 18 programs received collectively for fiscal 2005.

What impact will this consolidation and elimination of programs have on state and local governments, as well as, community development, economic development and not-for-profit agencies that have utilized these federal funds for important programs and initiatives? New criteria is also being proposed that will eliminate funding for “developed communities” to focus on “more needy communities.” How will Connecticut and your community fare?

A moderated panel will include Dr. David Sampson, Assistant Secretary of Commerce for Economic Development, and senior officials from the White House, Department of Commerce, Office of Management and Budget and other federal agencies.

From the EAST Take I-84 West to Exit 39A to Rt. 9 South. Take Exit 29 off of Rt. 9 to Ella Grasso Boulevard and take a right turn to the University. Proceed approximately ¾ mile (having passed through three set of lights) take a left at the next light onto Route 71 (Stanley Street). Take your left at the next light onto Paul Manafort Drive. Drive through a set of lights and around a bend and then take a left at the blue “Police Department/Public Safety” sign. The South Garage will be on your left. The Police Station will be on the right. The Vance Academic Center is attached to South Garage. Room 105 is on the Vance first floor (the same level as floor 2 of the South Garage elevator).

From the WEST Take I-84 East to Exit 35, Rt. 72 East (New Britain Exit). Follow Rt. 72 East to Rt. 9 North and take Exit 29 to Cedar Street (Rt. 175). At the traffic light at the end of the ramp, take a left turn to the second traffic light, and take a right turn onto Paul Manafort Drive to the University.
